Lucky Hit: Up to a 20% chance to increase your Attack Speed by 40% of your Total Movement Speed for 6 seconds.

Domination
You deal 24% increased damage to enemies who are Stunned, Immobilized, Frozen, or Feared. If they're also Injured and not an Elite, they're instantly killed.Domination looks like a very strong damage multiplier for a lot of builds. Especially for sorceress this is most likely mandatory pick.

Hemomancy
Your attacks deal 80% of your Maximum Life as Physical damage to nearby enemies. This can only occur once every 4 seconds. You heal for 1% of your Maximum Life for each enemy damaged this way.We will have to see how 80% of Maximum Life actually scales with real dps. If it scales with all multipliers, the damage could be very high and, this could very well be a very impactful AoE ability which also heals you for some percentage of your life.

Prey on the Weak
You deal 16% increased damage to Vulnerable enemies. Enemies are Vulnerable while affected by a Vampiric Curse from your other Vampiric Powers.This might solve the problems of applying vulnerable for many builds. Also, it's a 16% damage increase. We put this into S-Tier for sure.

Metamorphosis
When you Evade you turn into a cloud of bats, becoming Unstoppable for 4 seconds. Enemies along your path take 160% Physical damage and are inflicted with Vampiric Curse.160% damage for evading is very strong damage. Additional we can apply the vampiric curse as well as get free unstoppable on top of it. This will probably be used by pretty much every build. Clear S-Tier for me.

Anticipation
Your Ultimate Skills gain 20% Cooldown Reduction. Your Ultimate Skills gain 12% increased damage for each nearby enemy affected by your Damage Over Time effects.Should be very strong to give Perma-Ultimate to some Druid Builds like Tornado. Also, there might be viable "Perma-Unstable-Currents" Lightning-Builds for sorc. Howeever, since some classes don't really benefit from it, I give it an A-Tier.

Resilience
You gain 1% Damage Reduction for each 2% Life you are missing.Pretty solid defensive Ability. I give it an A-Tier for now.

Sanguine Brace
When you kill an enemy, Fortify for 6% of your Base Life. While you have more Fortify than half of your Maximum Life, you gain 8% Critical Strike Chance.Another solid defensive ability. Also, the 8% extra crit can be up 100% of the time if played properly, so I give this an A-Tier.

Undying
Casting Skills heals you for 3% Life. Double this bonus while below 50% Life.This sounds like a solid power for high speed caster builds. While not being true life leech, the effect is probably still quite noticeable. A-Tier for caster builds in my opinion.

Accursed Touch
Lucky Hit: Up to a 44% chance to inflict Vampiric Curse on enemies. Enemies with the Vampiric Curse have a 15% chance to spread it to other surrounding enemies. Accursed Souls deal 200% increased damage.We will have to see how powerful the vampiric curse and the accursed souls are. It might be anywhere between C to S-Tier. My assumption however is, that the Accursed Souls damage will be pretty high, so I give this an A-Tier for now.

Flowing Veins
You deal 60% increased Damage Over Time to enemies that are moving or affected by a Vampiric Curse.There might be some huge winners with Damge over Time builds such as rogues, necros and bleed barbs. We'll see how this plays out and give it an A-Tier for now.

Moonrise
Hitting an enemy with a Basic Skill grants you 4% Attack Speed for 10 seconds, stacking up to 5 times. Upon reaching maximum stacks, you enter a Vampiric Bloodrage, gaining 160% Basic Skill damage and 15% Movement Speed for 10 seconds.This will elevate a lot of basic skill builds to a higher level. Arc-Lash for example will have permanent uptime on 20% Attack Speed, 15% Movement Speed and 160% Damage. Also, might be very handy in leveling phase. Furthermore, Frenzy Barbs might be a thing. I will give this an A-Tier for now if you can use it.

Coven's Fangs
Your Conjuration, Companion, Minion, and Bat Familiar attacks deal 52% increased damage to Crowd Controlled enemies. Lucky Hit: Your Conjuration, Companion, Minion, and Bat Familiar have up to a 30% chance to inflict Vampiric Curse when hitting enemies.So far, we don't see a lot of power in these kind of summoning skills. Maybe we will see summoning necro being a thing with this, but we can't tell for now. I give it a B-Tier for now since there might be some value in applying vampiric curse using summons, but not using summons as main source of dps.

Hectic
For every 5 Basic Skills you cast, one of your active Cooldowns is reduced by 2 seconds.This might have a lot of value if you can figure out a build doing basic skills at a very high attack speed. 5 Basic Skills will take 2-3 Seconds to cast, it might work OK for Druids and Rogues, and maybe it is also nice for Arc-Lash sorcerer thinking about almost permanent Flameshield and Permanent Unstable Currents. I give it a B-Tier for now, it might be strong combined with Moonrise Power, but we have to test it out.

Terror
When struck, you have a 14% chance to Fear nearby enemies and Slow them by 80% for 2 seconds. You are guaranteed to Critically Strike enemies who are Feared.This might be an interesting defensive. 14% is pretty high chance to trigger an AoE fear. 100% crit on feared mobs is pretty nice as well. High B-Tier for me.

Blood Boil
When your Core Skills Overpower an enemy, you spawn 3 Volatile Blood Drops. Collecting a Volatile Blood Drop causes it to explode, dealing 60% Physical damage around you. Every 20 seconds, your next Skill is guaranteed to Overpower.Overpower is not really used by many builds. The passive effect might help some less AoE heavy builds to get some extra AoE. Thinking about blood necro and maybe Chain Lightning sorc. I give it a B-Tier for now.

Call Familiar
Casting a Mastery, Weapon Mastery, Macabre, Wrath, or Imbuement Skill calls a bat ally to attack nearby enemies, dealing 80% Physical damage with a 30% chance to Stun.Depending on if the bat hit all enemies or just a single enemy, this could be very strong for example with ball lightning sorc or other sorc mastery builds. For now, I put it on B-Tier.

Lucky Hit: Conjuration, Companion, Minion and Bat Familiar attacks have up to a 60% chance to restore 10 Primary Resource to you and increase your Damage by 10% for 4 secondsUsually Summoning build don't heavily rely on resources. 10% damage is ok but not very strong. I give it a C-Tier.

Infection
Hitting enemies with direct damage infects them with Pox. Inflicting Pox 8 times on an enemy expunges their infection, dealing 70% Poison damage.It might be a nice damage addition, but it depends on the initial damage of Pox. If Pox does no damage at all, it might just be useful with high attack count AoE abilities. Might be good synergy with ball lightning sorc. However, I give this a C-Tier for now.

Bathe in Blood
While Channeling a Skill, you form a pool of blood beneath you. While channeling a skill in a pool, your Channeled Skills deal 40% increased damage and you gain 30% Damage Reduction. A pool can only form once every 8 seconds.Doesn't look like channeling will be a thing to me. That's why I give it a C-Tier for now. Might be interesting for Lightning Storm Druid.

Jagged Spikes
Thorns have a 10% chance to deal 300% increased damage and Chill enemies for 8%.If you play thorns, it might be OK, but 10% chance for 300% actually just comes down to a 30% damage increase. So, we disregard this as D-Tier for now.

Rampart
After not moving for 3 seconds, you gain a Barrier for 40% of your Maximum Life for 6 seconds. This effect can occur once every 20 seconds.Don't see any use for this at all. It's not a strong defensive at all and 20 seconds is very long timer. Clear D-Tier here.
